In choosing the right scrapbook paper, you may want to consider the theme of the scrapbook.
Planning out the coordinating colors and patterns will lead you to succeed in the outcome you envision. Just like having paint chips on canvassing the colors for the wall you want to paint. Sort out from your materials what paper packs to choose from and if you want to mix two coordinating themes from two paper packs close to each other's design or color scheme. With embellishments that have a similar style.
You may want to also factor in photo styles and sizes. Since the photos in your scrapbooking album are the focal point, you may want to factor in the scene of the photo and how it will look on your layouts.
Maybe if it has snow, you can gravitate to scrapbooking papers that have blues, whites, and grays. With a pop of color once in a while like green or even blue. I mean use imagination to cater to the vision you have in hindsight as per your experience in using color theory. You got this!

I for one am a fan of scrapbooking paper. Even so, I design my own. Sometimes digitally hand drawn using a HUION tablet or through AI-generated images. I use both techniques.
